Thin Bloods, vampires of weak blood and almost human nature, have become an increasingly common sight in the 21st century. Seen by most Kindred as a threat to the Masquerade, many discriminate against them, and none are as eager to punish them just for existing as the Camarilla Scourges. Duval arrived in New York City not long before the sect tightened its ranks and officially cut ties with the Anarchs. When the previous local Scourge, David Morgan, resigned, it was she who volunteered to take his place. While she doesn't look it, her zeal in eliminating Duskborn who step out of line quickly became a well-known fact. Prince Panhard maintains the pretense that New York City's Camarilla is more tolerant of Thin Bloods than is usual, so Valerie's "enthusiasm" is often kept in check - but her name is still reviled among those who lost their friends to her ruthless hunts.
The figure of Valerie Duval inspires fear throughout New York City. She executes her duties with ruthless efficiency under the Sheriff's orders--at times independently--when she targets the thin-blood population.
