1st. Is this an official update?
2nd. What Is exact difference between Anarch Sorcery and Thaumaturgy.
3rd. Could a Ventrue from the Camarilla learn Hacktivist Thaumaturgy?

1 - It's a V20 thing. It's official. You might check the book VTM: Rites of the Blood 
, p. 53-58
2 - Both are Blood Magic, only with different principles.
3 - I believe so, but it would be unlikely.
