The Raptor, the Exarch of Life, is one of the Exarchs who doesn't supervise a special Ministry. He promotes faith in natural law, unleavened by free will. The world is predator and prey, rot and renewal, and individuals are helpless to choose how they flow along the world’s life cycle. Instinct and resignation replace free will. Some hostile mages equate him with the Dark Mother of the Begotten. Her Seers promote "alpha male" behaviors and treating life as dominance games.
Although he has no noteworthy Ministries under his command, some Seer pylons claim his favor.
