Project Twilight, sometimes referred to in a bureaucratic capacity as Operation Crow's Nest, is/was a Hunter org that has been clandestinely operating without the support of similar monster-hunting groups within the United States government since the 2000s. It is considered the precursor organization to the governmental orgs that would come to comprise the Second Inquisition as it exists in America.

History[]
Project Twilight never officially existed, even before it officially stopped existing. Throughout the lifetimes of various investigatory organizations in the United States, such as the DEA, CDC, FBI and NSA, their agents would occasionally stumble upon something truly paranormal and even live to tell the tale. Beginning in the 1980s, these investigations began to overlap, and an informal information-sharing network grew up. The agents in this network called their investigation Project Twilight, in reference to the gone-but-not-forgotten Twilight Zone. Project Twilight existed primarily as a branch of the older Special Affairs Division, which at the time was more preoccupied with alien sightings and supposed communist infiltration by supernatural means, rather than the actual threats that such beings posed, which Project Twilight was smart enough to hide from.
Sunsetting[]
After the NSA was given vastly more resources and operational remit in the wake of 9/11, it did not take long for the agency's expanded operations to discover centuries-old Swiss bank accounts and dark web chatrooms filled with alarming information. The Project Twilight veterans, who had previously seen few major returns on their investigations (at least none that got the chance to be broadcast outside the project), were suddenly in significantly greater demand among the agencies working to uncover these occult terrorists, such as the greatly-expanded SAD and newly-formed IAO. Their superiors forgave or wiped clean their irregular records, and promoted them to head up nameless units with quiet authority to task and unleash sudden dawn raids as the new frontrunners of the burgeoning Second Inquisition.
As a result, the director of the SAD shut down Project Twilight itself some time in the mid-2000s, so as not to waste its members' suddenly-in-vogue talents on a third-rate sinkhole of funding. As far as most of the people involved in the matter are concerned, 'Project Twilight' is now the informal name of the triumvirate of agencies that make up the American contribution to the Coalition: FIRSTLIGHT, the IAO, and the restocked and rejuvenated SAD.
However, though nobody outside the group itself knows how, a portion of the original Project Twilight kept operating within the wider organization of the Special Affairs Division; an even more off-the-books conspiracy than their similarly publicly invisible parent department. They remain hidden to this day, cleaning up the messes that the majority of the Division left behind in their rush to join in the global blankbody-hunt.
Operations[]
With how geared towards the blankbody menace the rest of the USA's government-sponsored Witch-hunters are, Project Twilight prefers to let them deal with that problem on their own. Instead, the project's remaining members tackle other kinds of supernatural creatures that they had documentation on but which the wider SAD encounters infrequently enough to not focus on. In particular, Project Twilight has become one of America's foremost werewolf-hunting organizations, save for the privately-managed and similarly clandestine operations of the Pentex Group's First Teams. It boasts the best knowledge of the Garou among any law enforcement or intelligence agency, although their ideas of what the werewolves are are still garbled and confused, especially after most of their intelligence on shifters was torched during the project's termination.
