Oskar Anasov is a Nosferatu and the Herald of London. Originally, a refugee from the Russian Revolution, he is a superb orator and agitator, issuing announcements by the Court and also working with graffiti artists to incorporate hidden signs into London's streets.

During Operation Antigen and the fall of London's Camarilla, he is hiding deep underground with many other Nosferatu. Clever use of graffiti has created an underground escape network for those Kindred wishing to flee London. He has been pivotal in saving several Kindred who wanted to escape Antigen hunters.

Oskar Anasov is one of the most influential vampires active in London tonight. He is responsible for the analog communication systems connecting London’s Kindred Landlords and is a staunch believer and enforcer of the Compact. He can also arrange safe passage into or out of the city.
Embraced by the Nosferatu Boronisk in Prussia in the mid-19th century, Oskar was once a political revolutionary involved in the upheavals across France, Italy, Germany, and Hungary. After the Russian Revolution and subsequent purges, he traveled with political exiles to London.
Oskar joined the Anarchs of London, instigating unrest against Ventrue rule. He was caught painting Anarch graffiti on the walls of Elysium and hauled before then-Seneschal Anne Bowesley. He was given a choice: serve her or face execution. For many years, he served as a loyal, if grudging, servant to the Court of London. When Anne succeeded Mithras as Prince of London, Oskar became her Herald, issuing decrees across Avalon on her behalf.
Oskar was clever enough to survive the Fall of London and was instrumental in devising the Compact. In addition to maintaining the network of carrier pigeons used for communication among London’s Landlords, Oskar devotes significant time to studying and monitoring Operation Antigen.
Anasov’s services are rarely free. Each time you call upon him, he requires payment, typically in the form of information or favors rather than currency. The specifics of payment are left to the Storyteller’s discretion.

- Messaging Service: You are acquainted with Anasov well enough to use his messaging network, a reliable method for contacting other Kindred in London without risk of interception by Operation Antigen. Anasov guarantees delivery, no matter how elusive the recipient might be.
- Personal Introduction: For a higher fee, Anasov can arrange a face-to-face meeting with any Kindred resident of London. Once per story, you may name any Kindred known to be in London, whether they hold domain or are just passing through. After receiving payment, the Nosferatu will arrange the meeting. Anasov facilitates the introduction but cannot vouch for the other Kindred’s behavior or reaction. If the meeting ends badly for the named Kindred, Anasov will refuse future requests to protect his reputation.
- Safe Passage: Anasov has the means to smuggle mortals and Kindred into or out of London undetected by other vampires or Operation Antigen. Once per story, you may call upon him to provide this service for up to six individuals. If entering the city, they are delivered safely to an address of your choice. If leaving, you may specify a destination outside London’s borders, typically within southeast England. International transit is possible for a higher fee, but Anasov will not guarantee safety or reception at the destination.
- Mentor: You are personally acquainted with Anasov and share more than just business dealings. You may count him as a four-dot Mawla and receive a significant discount on his services. However, this relationship means he may call upon you at least once per story to assist with message delivery, people smuggling, or similar tasks that further his interests.
- Landlord Council: Occasional meetings of neighboring domain-holding vampires take place to settle debts, resolve disputes, or recognize new Landlords. Larger gatherings of all London Landlords are rare and typically address significant threats or opportunities affecting the city. Through Anasov, you are notified and invited to any such meeting. Once per story, with suitable justification, you may ask Anasov to use his influence to call a Landlords’ meeting. However, the Landlords are notoriously paranoid, prideful, and fickle. Wasting their time could mark you as a fool or an enemy.
