The Oba Council is a "Higher Authority" of sorts for the Eshu. They are not the masters of the Elegbara, though, and they will be the first to say so. They are a council that gives guidance and makes sure the most important tales reach the farthest members of the Tribe. They simply fill a role chosen for them by destiny: the role to be a stable base for the rest of the Elegbara.
