The Ninth Circle Sewers are a section of the Downtown LA sewers largely unconnected to the main sewer system. The sewers have largely been taken over as the haven for Brother Kanker, a member of the Brotherhood of the Ninth Circle.
The entrance to these sewers has a number of pipes and flooded accessways ultimately leading to a large cathedral-like space, supported by columns, with a raised platform at the far end. It's on this platform that Kanker has made his haven, with burning barrels for light and warmth, overseen by the eviscerated body of a cop or security guard, suspended from chains.

- Bloodlines has a persistent glitch with the way water reflections work, which typically manifests in the city sewers. Reflections will "freeze" in place. The glitch is most evident in the Ninth Circle sewers. It seems to happen most often while facing in one direction in particular. Changing your facing direction or toggling between 1st and 3rd person perspectives will sometimes fix things.
