The Messengers, or Heralds, are the mysterious entities who have Imbued ordinary humans to combat the monsters in their midst. Most people theorize that there are three Messengers, or three groups of Messengers, echoing the three Virtues which divide the creeds: Mercy, Vision and Zeal.
Debate rages as to exactly what the Messengers are; some people think they are aliens, government - placed brainwashing producing hallucinations, some think they are angels (see Trivia below), and some think they are a product of the human psyche.
The truth of the matter is explained in the book Hunter Storytellers Companion. According to that, the Messengers serve the Ministers, who are the Ebon Dragon and the Scarlet Queen (or Scarlet Phoenix), the Ministers of Creation known well to the Kuei-jin.

- According to Lucifer, the Messengers are the last remaining Elohim in Creation, though contrary to the theories of there being three messengers, there are only two of them.
- It is simultaneously speculated that the Messengers serve the Ebon Dragon and the Scarlet Queen (as per this page), and that they are the assumed identities of the Messengers (as per the individual pages).
