The Mandate of Heaven is an optional set of rules in Exalted Second Edition that allow play at the governmental level, by treating cities and states as Domains with traits and character sheets. The system was originally published in the Second Edition Storyteller's Companion, as an appendix. In 2008, it was made available as a stand-alone pdf supplement.

The Mandate of Heaven allows Storytellers and players alike to dive into affairs of state within the larger political structure of Creation, so that players' Exalts might guide their nations against the machinations of the world's great powers. Gain or lose power, absorb other dominions, conduct war or peace -- it is all made possible in here. A sourcebook for Exalted (previously only available in the Storytellers' Companion), the Mandate of Heaven rules allow players to play out the fate of nations in Exalted, Second Edition.

The Mandate of Heaven system was substantially overhauled in the Creation-Ruling Mandate system introduced in Masters of Jade.
