The Mandate of Heaven is the command from the Unconquered Sun that the Solar Exalted should rule Creation. He demonstrated this dramatically at the beginning of the First Age by personally crowning Queen Merela in Rathess.
His act of turning his face away from his Chosen at the end of the First Age, allowing them to be slaughtered and their souls to be locked away in the Jade Prison, may be interpreted as withdrawing the Mandate. Nonetheless, the Unconquered Sun neither formally withdrew nor formally reinstated the Mandate.
