Internal Affairs is the division of Project Utopia responsible for policing itself. Initially its primary purpose was accounting oversight and the like, but it quickly became clear that governments and other outside actors were willing to subvert the organization for their own ends.
History[]
The modern form of Internal Affairs took shape in mid-2000, after an anonymous tip reached Team Tomorrow that the CIA was attempting to infiltrate Utopia. The Board of Directors recruited Moses Miller, an engineer and former intelligence officer with the US Army, to follow up on the tip. Within a couple of months, Miller had tracked down the CIA's plant and removed him.[1] IA's counter-intelligence role took on extra importance after Divis Mal issued the Null Manifesto, and the department now takes responsibility for vetting novas, maintaining project security, and combating threats to the organization, first and foremost the Teragen.[2]
Operations[]
Internal Affairs dispatches "Inspection Teams" of two to six operatives whenever there is suspicion of internal wrongdoing or a security leak. The team members wear no uniforms and use no titles; they address each other by surname, though these are almost certainly pseudonyms. They report to Assistant Director Athena Boyd, who reports to Director Miller.
Project Proteus[]
Director Thetis of Project Proteus began her career with Project Utopia in Internal Affairs, and may still be nominally attached to the office, allowing her to shield her operatives from the scrutiny of inspection teams.[3] Athena Boyd, at least, is aware of how thoroughly Project Proteus has infiltrated the structure of Project Utopia, but has chosen so far not to act.[4]
