In the cosmology of the World of Darkness (particularly Kindred of the East), the Ebon Dragon is the incarnation and embodiment of the concept of Yin. His mate is the Scarlet Queen and together, they created the Wan Xian.
Dark and deathly places are where the Ebon Dragon holds sway, so this includes the Underworld of ghosts and the little places that are connected to the storms of that place. The Ebon Dragon allows the Gui Ren to transcend the veil of death, and by emulating his nature, they hope to understand and master their Dharmas.
It has been speculated that the Ebon Dragon and Scarlet Phoenix are actually the Messengers, the last remaining Angels on Earth, who are responsible for creating the Imbued.
