The Confederation of Rivers is an alliance of city-states in the Scavenger Lands.
History[]
The cities of River Province first banded together in the League of Many Rivers in RY 95. The League's sole purpose was mutual defense, in the face of repeated invasions by the Realm, but members were not forbidden from using force against once another.[1]
The Fair Folk invasion of RY 547 sorely tested the League, and in RY 557 it reorganized, creating the Confederation of Rivers. The Confederation treaty included vague clauses about regulating trade, but far more detailed discussion of when and how members could intervene in each others' affairs, and how much each state was expected to contribute to mutual defense. More importantly, it created a central deliberative body in which members could set policy and resolve disputes without resorting to infighting. Over time, the Confederation became a political entity in its own right, giving member states a shared regional identity.[2]
In RY 752, Thorns attacked the Confederation with the backing of the Realm; the alliance held, and at the Battle of Mishaka in RY 754 they routed Thorns' army, though not without serious losses. Since Mask of Winters conquered Thorns in RY 764, he has tried to engage with the Confederation in a diplomatic capacity, even while his armies test its borders.[3]
Governance[]
The Council of the Concordat is the Confederation's central council, with each member state sending one representative. It is located in the otherwise unremarkable city of Marita, a relatively neutral and geographically convenient site. The Council has little actual power outside of wartime, and tends to be a dumping ground for the inept, the incompetent, and the politically inconvenient. It is, however, a very useful mechanism for informal diplomacy and backroom deals, and the Realm and Mask of Winters both send ambassadors to represent their interests.[4]

Major members of the Confederation include Lookshy, Great Forks, Nexus, Sijan, Port Calin, Goodharbor, and the Marukan Alliance.
