Changelings initially came about as a way for a fae to protect itself from the mundane world. The process is called the Changeling Way.

Dark Ages

The Changeling Way was a means for the True Fae to deal with the mundane world during the Mythic Age.

Modern Days

When the Sundering took place and the Dreaming broke off, many innate Changelings began to become a more common form of fae. When the Shattering took place, the Changelings were about all that were left in the mundane world in the fae department.

The difference between a normal person, a True Fae, and a changeling is that a Changeling is an apparently normal human housing a Chimerical spirit of a fae within. When in the Near Dreaming the tables are turned and it is more the body of an apparently fae individual housing the spirit of a mundane person within.
