CINCSPACLUN is an abbreviation for Commander In Chief, Space, Luna. Pronounced "sink-spak-lune". (Formed similarly to real-world abbreviations such as CINCPACFLT.)
CINCSPACLUN was headquartered at Haoa Flint Station from the 2080s until the Aberrants returned in 2104, when Haoa Flint was deemed out of date. It has subsequently operated out of Olympus.
