Biomanipulation is a broad Level Three Quantum power which gives a nova the ability to control the very forces of life itself.
Biomanipulation can normally only be used to affect things the size of plants, animals, and fungi. The text specifically says you can use Biomanipulation on novas and baselines without needing to add extras on to it.
Note: Biomanipulation could almost be considered a Level Four Quantum power. This is reflected in its Quantum minimum and possible game balance issues. Storyteller Option.
