The Abrek is a cainite free state in Chechnya, within Russia. On its journey to power, it copied the vanity of the Czar, the ruthlessness of Stalin and the religious trappings of islamic extremism. The organization was led by the Ashirra Aslan the Devil.

Overview[]

While Abrek poses as an autocratic regime of personal power, the organization is actually led by a rather transparently Kindred-controlled teip council, largely run by ancilla delegates, with most of the elders remaining in hiding in various cave complexes and bunkers. It is likely that many of the elders have followed the Beckoning further east, but it is not something that the Chechens speak about. Perhaps even Aslan is no longer present in Chechnya, and the increased communication is simply meant to fool the population.

Since the political system is based on authoritarianism, the regime is able to guarantee whatever political, social, and military result it requires within its borders. Its feeding needs are enormous, so Chechnya has become an international hub for human trafficking, and large numbers of slaves are keep in the caves and bunkers of the Abrek. No one has seen such totalitarian control since early Soviet times. The recurring international controversy over the persecution of homosexuals is a clever media manipulation designed to keep the focus on Sharia law, away from the true inner workings of the republic. While homosexuals are indeed held in detention facilities for days, and humiliated, starved, tortured, and eventually fed upon and killed, this is not the point. The point is to distract from the truth of what Chechnya has become. That said, even among the Kindred any kind of "homosexual behavior" is punished harshly.

Interference by the Camarilla is ill-advised at this point, but should any Kindred (or even kine) seek asylum within a domain under their control, granting it may win allies to the Cam's side who are not just well-trained in combat and thankful to us, but also knowledgeable in the ways of a people who might already be preparing to attack them.

In the last years, Abrek have become a global danger, though few outside of the Caucasus seem to have realized it yet. The international trust in the Russian information sources and the success of the Masquerade, serves to protect the Chechen regime. Meanwhile, the ambitions of Abrek are growing. Aslan has recently declared certain mortal world leaders enemies of Abrek and claims he will have them assassinated. The organization keeps over a million Chechens who live abroad as a kind of hostages. The refugees can't openly criticize their regime or reveal its secrets, fearing for their relatives in the republic and the Abrek assassins. Enormous pressure is put on them to keep silence and obey if called upon, including but not limited to abduction, torture, and death.

Fear is an integral part of Abrek's system of control--they generally have little respect for the methods of persuasion and deception used by most of the Camarilla. With each passing year, Abrek grows more confident of its invulnerability while its attitude towards the the mortal world and the rest of the Camarilla becomes ever more arrogant. As of tonight, the regime has accumulated sufficient resources to enable it to raise the issue of secession from Russia in the event of political instability in Russia itself. It is difficult to say what consequences this would have, but while the actions of the Abrek have so far been mostly contained within Russia and the Caucasus region, it is clear that their ambitions reach far beyond.

Abrek maintains a number of bases in other countries, and it is said they now control vast tracts of land in Siberia, to the consternation of the Brujah-dominated FSB. They or their close allies have about a dozen enclaves scattered around Siberia close to the edges of the Arctic circle, across the Middle East, especially in Syria and Yemen, and are beginning to establish a stronger presence in Central Asia. Each of these regnums--half fortress, half factory--seem to constantly be at war with the world. Yet among this chaos and the many fronts on which they fight, Abrek frequently display razor-sharp coordination between their numerous cells. Anyone who enters their territory must either join them or be terminated. The empty spaces on the map that they control are spreading. It is uncanny how organized Abrek are. Indeed, sometimes it's like they're of one mind, working like a well-oiled machine. If one of them dies, another immediately takes their place. For this reason, and because of their ideals, they are extremely dangerous. It is almost impossible to outrun them or hide from them for long, and they die and die again gladly for their cause. Fighting to the last man is standard group doctrine. Either you get them all, or they get you. For now, there is peace between Abrek and Camarilla, but the risk that they will turn against the established faction should it serve their purpose seems is extremely high.

Chechen Private Army[]

Under the rule of Abrek, Chechnya has amassed some of the most combat-ready military forces in all of Russia and Central Asia. According to a Kindred spokesperson for the Chechen government, the main units include:

  • Russian Interior Ministry 46th Division of the Internal Troops: 2,000 soldiers
  • Commandant's Office Security Squadrons: 1,000 soldiers
  • Special Units of the 42nd Motorized Rifle Division: 500 highly mobile soldiers
  • Patrol-Guard Service: 3,000 well-armed and trained militarized police officers
  • Interior Ministry, Riot Police: 300 Russian-trained security police officers
  • Kadyrov's Personal Security Service: 600 highly trained, extremely well-armed (including 13 armored vehicles) guards
